Andean Blockade in Play Now

November 7, 2007   The Editors of Ecrisis alert our readers not by alarmism... but we do say that the Correa-Chavez blockade is underway now.

While the facts about the unaccountable, massively spending Hugo Chavez weapons buying spree are irresponsibly unreported, and as such, aiding the propagation of misinformation and disinformation regarding the Chavez regional take over, today we read here that Chavez is noticeably on the books for at least a $20 to $40 billion weapons build up [the Russian dealers already claim around $15 billion or more are on the table which is of course a low end figure and does not include the massive total package which includes billions spent for Cuban intelligence packages, Russian KGB style training and the enormous propaganda/disinformation/lobbying  infiltration packages under way in the  USA, Latin America and Europe today, along with bags of cash such as recently sent to the Kirchners, the Correa teams etc.] for his Andean grupo. Contrary to what Chavez and Putin state, these are not weapons of self defense and the entire package is a remilitarization plan of weapons of offense. 

Concurrently, it is irresponsible to claim, as so many do today, that these Russian-made weapons of aggression will have no impact at all on the balance of powers in Latin America because, they claim, we all know that Russian military weapons malfunction and are a joke. This is every bit as sloppy and lazy as the claim that mysteriously the citizen-student opposition to this current sweep of full central authoritarianism will defeat their self imprisonment and reinsert democracy without reforming alliances for freedom even as millions pour in to the Andean region to encourage and promote the criminalization of freedom and the decriminalization of even handed law and order.

Defensive weapons are entirely different than what Chavez is installing. And so too is the brand of so called democracy that Chavez and Correa have just installed, with or without their so called referenda. De facto both have claimed control of their entire nations, ruling by caveat and teaming with the supporters on the ground known to us all to enshrine governments that forbid transparency but install criminality. We also remind our friends that $20 to $40 billion in any weapons plan wipes out the theory that there is no weapons race in Latin America. Such a juggernaut as planned just laid to rest, that is killed, the notion of Pax Americana and hemispheric comity.
 
There is now no comity between Latin nations. South America has just divided in two: those with Chavez and those not with Chavez.

Any who are confused will soon know what the real meaning of being reluctant to stand on principles means. Like far too many judges and members of congress in the Andes, they learn the hard way the meaning of Bolivarianism...at the point of a gun.
 
Any review of the Chavez-Correa-Cuba activities reveals the three part blockade plan:
 
1. First craft a blockade against free and open speech and open media while installing state controlled media in partnership with Iranian News and AL JAZEERA;

2. Concurrently craft a financial/economic/judicial blockade against the free movement of goods and services while destroying economic freedoms and seizing state funds for remonopolizing life in general under an economic fascism schism closely guarded by statist money makers; this includes full economic and educational controls while actively barring FTAA agreements with the USA, including the use of illicit  lobbying and propaganda to cause economic harm to free/legal trading nations while enshrining unaccountable governments based on the absence of rule of law;

3. Install over the next 18 months a formal military blockade around Latin America applying aggressive military re-weaponization.
 
Just this week, the Goldman Sachs EMERGING MARKET Report noted that in Ecuador, "Private Oil Sector Representatives Anticipate Drop in Production and Job Losses: In a stark assessment of the punitive revenue-sharing arrangement imposed by the government, the representative of private oil companies stated that with the forced increase of the government share from 50% to 99% of the extraordinary oil revenue some companies are currently losing money. Therefore, they have already limited investment spending and are in the process of reducing headcount.

According to the Chamber of Oil and Energy Service Providers the new government measures could cost about 3,600 direct jobs in the industry (mostly sub-contracted labor). The Chamber represents over 450 companies, which employ about 12,000 workers. Apparently, hiring in drilling and exploration operations is already in decline (10% according to the Chamber).

President Correa Will Not Recognize Any Decision Taken by (Old) Congress.
In a show of force President Correa stated yesterday that it will not recognize the validity of any decisions that will emanate from the current Congress. Comment: President Correa wants the new Constitutional Assembly (which will be controlled by the Alianza Pais movement) to disband the opposition controlled Congress elected in December." If you had any doubt as to the full and dictatorial status of this non-democracy where only Correa and Chavez ruinously run all, be not confused any longer. Today Hugo Chavez is consumed with making good on his efforts to appear free and fair and open while forcing his nation in to fake settlements regarding his fake constitution which will give the full face of tyranny to Chavez. Like Chavez, Correa states over and over that  he alone sets the laws, regulations and policies and has illegally voided all that has gone before in order to install his "Cuban paradise" in Ecuador to assist the warming Chavez-Iran block, depicted here and below, which is fueled by criminal state kleptocracy and a hatred for the tenants of freedom and liberty, sometimes called the USA or Western Civilization.



Today, Ecuador in full exhibits an appalling commitment to misrepresenting the facts, also called public lying and reflects an addiction to manipulating foreign policy, justice and accountability as seen in the entire Correa team.

There is no even handed justice in Ecuador, there is no democracy in Ecuador and there is no one serving anywhere in Ecuador as a truthteller in this woebegone failed state zone of irrelevancy, dishonor, and disgrace. A case in point in the old Texaco-Petroecuador partnership matter reported with not one breach of journalistic standards in the 10-30-07 WALL STREET JOURNAL here This was aptly called "Amazonian Swindle"- that is a fake matter to accomplish a jiggering of law and order by the government of Ecuador to make money by false means. Rafael Correa pledged his total state functions to backing- that is- aiding and abetting this swindle, sometimes called multiple law suits crafted by murky actors, activists and now with the full warranty of the Correa government- against an American based oil company for claims so specious that in their rush to force fake claims for a composite well over $40 billion in multiple law suit damages, while not once have we noticed even a single independent/verifiable medical examination of the so called ailments by the hapless claimants. We commend the JOURNAL article for its veracity even though it is just the merest points in the entire story.

These numerous claims against Texaco are bald grabs to swindle Texaco by false claims in order to self enrich. Texaco's behaviors in Ecuador before 1990 cannot be confused with Chevron's bigamous marriage today with Chavez's PDVSA.  In order to expand Rafael Correa's propaganda and state swindles, his body double, sometimes called a plenipotentiary, spoke in lieu of Correa brazenly lying to the WALL STREET JOURNAL in promotion of Correa's adventures in swindles, (read it here) Correa's top "ambassador" to the USA, Gallegos [himself an anti USA and  pro Chavez man], currently washing and laundering Correa's massive expenditures to pay Washington lobbyists, propagandists and PR organs who are steeped in pro communist tactics and riddled with the art of selling misinformation regarding illicit regimes, tells readers that the  JOURNAL piece and Texaco [now owned by Chevron] is irresponsible and lies while he- a Chavez man- says that, "Chevron has been afforded ample due process over legal issues relating to its operations not only in the U.S., but in Ecuador as well. Any statement suggesting otherwise is irresponsible and misleading.

The oil company should respect the law and let the Ecuador trial reach a final conclusion so that responsibility for the environmental damages can be determined." Gallegos tells us that Texaco should suffer a "trial" in Ecuador with no functional justice, no facts and no independent forensic audit of Petroecuador's role  as partner to Texaco in all this and with no capacity to reveal due diligence for it is barred in Ecuador today. In concert, the 9th Circuit Court of Appeals in California has no choice but to toss these phony claims out, with levies for court costs, and insist that legal claims be based on the bedrock of fact not fiction. To have the facts, one must have independent forensic audits which do not exist.
 
We do insist that the U.S. Department of State cancel/revoke this man's credentials as plenipotentiary for this brazen attempt to manipulate the phony cases before the courts and for publicly lying and other sweeping tales of nondiplomatic adventurism and hold him accountable for his very efforts to prejudice and debase jurisprudence. Intentionally Gallegos makes Texaco out to be some vast conspiratorial malevolence, responsible for tens of billions in remediation to Ecuador while no due diligence and no accountability for his claims exist. Petroecuador itself is in need of a full forensic audit to proceed to honor any portion of the Gallegos-Correa-environmentalist claims.

Without an independent forensic audit of PetroEcuador today, not one of these massive claims has any standing whatsoever and are based on phony claims and speculation, an unaccountable statist system and speciousness so deep and wide that the mind reels. With no forensic audit of Petroecuador, there is no claim in fact against Texaco. Then again, Petroecuador is today a replica of PDVSA of Venezuela: an open wallet on state money machinations where nothing -by design- can be verified. It is the heart and the soul of a dishonest government running a dishonest ponzi scheme which, as we see, demands that their dishonesty somehow be inserted  for facts which are never born out by due diligence....and they know this. The track record of Correa against honest dealings with USA oil companies is shown in his sweeping theft, based on fake claims, of about $5 billion from OCCIDENTAL.

Of course the USA upholds due process under law and of course in Ecuador today there is no due process under law solely due to Correa's personal controls over all justice/all courts. No one seriously believes that any even handed justice exists any more in Ecuador which is a land where separation of powers have been removed, independence of justice is denied and the Correa statist team jiggers all. While we understand that Gallegos would be averse to truth telling, we refuse his public display of sweeping untruths in behavior untenable by any "diplomat" serving the public. In this case, Gallegos-Correa attempt to prejudice and debase the facts surrounding their personal involvement to jigger/manipulate U.S. justice while telling us with wide-eyed gay abandon of the facts that due process exists for Texaco in Ecuador when nothing could be further from the truth today, as anyone who knows Ecuador will attest.

There is no cause for Gallegos to state that Texaco -aka Chevron- does not respect the law. This is a craven abuse of privilege and diplomatic standing to assist the specious claims against Texaco and as such, cannot be suffered. Far more than an irony is that Gallegos and his team have no laws to respect in Ecuador: only the rule of Correa and his new Chavez-Cuban laws, couched under the most hideous unconstitutional manifesto language of serving the poor which are being served as admirably as the poor are served in Haiti, Zimbabwe and Cuba's gulags.
 
While the USA corps of diplomacy in Ecuador has maintained that Rafael Correa stands to upend Ecuador's massive illicit drugs transshipments when it does not and the data reflects this, and further that Correa is a full partner in state to state relations when clearly the Correa regime hates law and order, enjoys jiggering not only jurisprudence but its entire state relations, and enshrines the criminalization of all that the USA stands for while also sharing the most reprehensible defense and promotion of Correa of all....that Correa stands to help the poor because he is destroying the "oligarchy" and thus the USA must deliver its full faith and warranty to back up, defend and promote this government gone wilding, we reject in full the unbearably complicit stance of this foolishness. Again, we remind these mavens of misinformation that post Mahuad economic melt down, there are no oligarchs left in Ecuador.

Further, it is a crime to pick and chose just who are the oligarchs that must be destroyed in order to form a more perfect democracy in Ecuador. While not once- not ever- lifting a finger to assist American companies, these gaggles of goof balls have deemed Ecuadorean private sector as the enemy of the state, whatever state that is that they idealize. This then  shows the US AID/Soros group  contractors running amuck in their ardent positions, as we all know to be the case, that corporations are bad and state monopolies alone are good, while throwing a few bones at a few microfinancing efforts for small plot broccoli growers and the thinnest  veneer of state reforms called  training for judges which is utterly useless today because none have the power to act independently because Correa-Chavez and Cuba control all justice and all laws today in Ecuador.

There are a scant few with wealth in Ecuador and there are many more who self enrich from the new state machinations off the books. Ecuador is no place where the Chavez propaganda should be applied that to develop democracy, one must cancel legitimate businesses, revoke rule of law and enchain the oligarchies, whatever that is because they  do not exist any more anyway. We have all heard this propaganda and do reject it in full for what it is. There is nothing embraceable about the Chavez-Castro-Correa regime in Ecuador. To continue physically and politically embracing this false face of respectability and legitimacy is an effrontery to truth tellers everywhere and debases the very efforts which Western Civilization ostensibly commends, leaving the hapless and feckless Ecuadoreans as collateral damage of the most irresponsible power plays seen in recent history.
 
The JOURNAL correctly reports on Texaco: "An independent environmental audit conducted shortly thereafter concluded that Texpet had abided by existing environmental regulations and industry practices, though it recommended Texaco invest $13.2 million in remediation efforts to undo localized damages. Texaco ended up spending $40 million on the project.

In 1998, the government of Ecuador formally "absolved, liberated and forever freed" Texaco from "any claim or litigation by the Government of Ecuador concerning the obligations acquired by Texpet." Further, "...Ecuador's radical new president, Rafael Correa, began actively campaigning for the plaintiffs.”Let the whole world be witness to the atrocities Texaco caused," he said in a typical blast." Correa has enjoined the fake law suit for damages against Texaco while sending his ambassador to lie publicly that Petroecuador agreed to a full faith and warranty quit claim settlement of tens of millions of dollars with Texaco which it never applied - aka stole- for remediation and the Correa regime cannot find. It is no small wonder that having robbed the bank, Correa comes now to claim that all this was the bank's fault while Correa refuses due diligence/independent forensic auditing of Petroecuador's moneyed acts in all this. There is no legal claim without the facts. The facts are barred by the Correa state. Gallegos needs to go and take his team of swindlers with him.
 
With no due diligence and no independent forensic audit of Petroecuador, there is no integrity to these state coordinated cases, now enjoined by the state of Ecuador and given full advantage by Rafael Correa, which is chock full of specious, dishonest manipulations of the truth. Correa promotes the pernicious, illicit application of non-law while ignoring the legitimacy of contract law and international treaties. No ambassador should support this and those who do....must be removed. To enable the swindlers to continue their swindle is to be complicit in the swindle. That is not the role of diplomacy- ever.
 
Ecuador has a crisis. Its name is self inflicted state backed state suicide sold by liars and those who assist them.
Do you know where the $40 million paid to Ecuador for environmental clean up from Texaco went? Do you know that an independent forensic audit of PetroEcuador is urgently needed and is refused by Correa's regime so as to hide gross state theft and malfeasance, along with their new "warming" oil racket deals with Chavez and Iran?
