January 11, 2009   Here is Ministro Javier Ponce in Castro's own media reprinted below stating that Ecuador, a nation that is bankrupt and taking money from Iran, will now buy six Predator Drones- highly technical unmanned surveillance jets. While the USA would never sell these spy planes to Bolivia or Cuba or Iran or Venezuela, the USA is selling them to Ecuador which is partnered with Iran, Bolivia, Venezuela and Cuba.

There exist three ruses in this nasty deal:

    a. Ecuador has the money to pay for these drones....when Ecuador is stealing from anyone it can and owes a lot of money in New York
    b. Ecuador will use these spy jets to defend against the FARC when indeed Ecuador's constitution of 9-08 defines its governmental support and proviso to defend and protect the FARC and any other terror group it chooses, thus is a haven for narcoterrorists
    c. Ecuador's military has technically combined with Cuba and Venezuela and Iran. There is no credible evidence that Ecuador will not simply re sell to Venezuela
    or Iran the very technology that the USA, using an Israeli false front company which is actually housed through USA so called contractors in Washington, DC - according to their publicly available web site- and is not a serious Israeli arms merchant at all but a cobbled together merchant of greed.
 
Here is what we do know:
 
1. There is no credible evidence that the government of Ecuador acts against the FARC and this purchase contains only fake promises to co ordinate the use of  these 6 Predators with counternarcotics surveillance. There exists no verifiable contract, treaty or alliance with Rafael Correa and the USA or Colombia or Peru to render any team effort on intelligence from this USA subsidized intelligence gathering technology. If you have a verifiable contract and treaty of intelligence sharing between the USA and Ecuador using these predator drones out of the USA through a shell Israeli contractor, go ahead and put it on the table but it does not exist. Rafael Correa despises the USA and hates the US DEA and the US military and he definitely just legalized the FARC and its drug protection rackets.
   
2. There is no credible evidence that Ecuador has the money to buy these spy jets. Ecuador bankrupted itself.
    Ecuador is demanding almost another $5 billion from multilateral banks and funds. It just gifted itself with a cool one billion from CAF to repay Chavez through his derivatives losses with Barclays Bank. And now GOE seeks even more billions for Correa's April, 2009 elections to insert his dictatorship in perpetuity through bribes, state take overs -also called caducidad- and hand outs even as Ecuador has destroyed its own economy and global reputation.
 
    Ecuador is promising to repay Brazil for its theft of Oldebrechts and purchased a cushy presidential jet for Correa from Brazil. Ecuador is fixed on a spending spree for the politburo even as its own GDP and GNP- along with any sensible foreign policy and personal freedoms are banished.
 
3. There is no credible evidence in Ecuador that the GOE runs a legitimate military operation at all even as GOE converted to a volunteer military and is busily outsourcing its military to the tender mercies of the Cuban intelligence teams and Venezuelan military while running dirty Iranian money. There exists no forensic audits and certainly nothing verifiable about the expenditures and the intentions of this so called military which to day also runs the profligate and criminally corrupt scam called PetroEcuador to fund its operations. Rafael Correa has aligned Ecuador's military with PetroEcuador and plunged its state oil company and its military in to ruinous and dishonest legal battles with Chevron Texaco- co-funded by Correa now- and its battery of some of the world's slimiest and most dishonest lobbyists and lawyers set to lie a lot about USA companies in their multi-phased game plan to bankrupt Chevron Texaco over something it did not do.
 
Every warning light is lit up about this so called spy ware sale to Ecuador. As such, Ecuador's partner in crime-Hugo Chavez has just broken all diplomatic relations with Israel and tells us all to condemn Israel and encourage HAMAS and Hezbollah terror outfits funded by Iran. Iran is Ecuador and Venezuela's partner in terror, no matter  how many lies the pathetically dishonest Defense Minister Ponce tells you. Besides, you would not buy a used car from Javier Ponce. You would of course look to Ponce for a large money laundering and extortion racket and for certain fees, he has and will help you as has been the case for 3 years in Ecuador and is now the legalized crime cartel modus operandi.
 
Ministro Ponce is a very dirty guy and with Correa [also called Chavez and Mahmoud's partner] has cut a very dirty deal with US weapons agents to lie a lot about their dirty contract for Predator Drones to help build the Chavez-Cuban-Iranian spy team and actually cause more harm to the USA and to Israel.
 
These US actors in this incredulous Predator Drone sale have been busy telling one and all that there will be intelligence sharing between Ecuador and the USA with the gift of these drones. You know as we know that there is not one iota of verifiable honesty to back this up nor any contracts, treaties of compelling evidence to insure this. The so called Israeli dealers in this nasty scam, which will benefit Venezuela-Cuba and Iran- must have the approval of the USA. This deal is partnered with merchants from the USA and tangentially with Israeli box office holders....and nothing to do with the actual government of Israel which knows, as we know, that the government of Rafael Correa despises Israel; and wants them killed.
 
Ecuador Strengthens Armed Forces

Quito, Jan 10 (Prensa Latina) The Armed Forces of Ecuador are prepared to confront any irregularity in their territory without having to account to anyone, affirmed Defense Minister Javier Ponce, "We are not trying to prove anything, simply inform that we will combat the presence of all insurgent groups," Ponce explained.

He added that response capacity has improved with better logistics and said the national government is updating its equipment since the Colombia bombing on March 1 against a clandestine camp of guerrillas of that country, in its territory.

We are going to act "with total intensity with qualification of what we are doing," he emphasized adding that they will not allow new violations of the sovereignty of that nation.
The official pointed out that it will be done in its own interest and not to not please anyone, and without invoking the terrorist label that Washington uses against the Colombian guerrilla forces.

According to military sources, the Ecuadorian army has about 10,000 soldiers deployed along the 700 kilometer border with Colombia.

To strengthen this vigilance it will purchase this year 24 Super Tucanos fighter planes produced by Brazil and six other unmanned planes from Israel.

Ponce also rejected alleged rumors on the destabilization of the Armed Forces and explained that the situation of the military complex is completely normal.

 ECrisis once again states the obvious....the Armed Forces of Ecuador are completely dishonest under Correa and neither have nor hold one shred of legitimate, verifiable accounting for anything this tawdry extortion racket performs. Correa, following Gutierrez's vision, converted the entire military in to one large protection racket for criminals. A once proud and legitimate military is today nothing but an outsourced armed forces which daily acts only to provide cover for criminal extortion rackets as devised by the cabinet of criminal creeps serving the dictatorship of Rafael Correa. And if you do not believe this, just study Correa's constitution of 9-08 even though he advises that you do not need to know your own laws are and no one needs to review what he is doing. It is that simple, that criminal and that stupid.
 
There is not one- not one- legitimate reason for Correa's Ecuador to buy through a cheesy pass through account, called Israeli dealers, from the USA top technology for spying called US made Predator Drones. We do not care what the Ecuadorean Embassy in Washington says about this- they are liars and reprehensible at best. We do not care what Norman Bailey's web site tells us cheerfully that his business has an Israeli post office for a pass through account to supposedly sell these Predators to Ecuador. We do not care that Correa and his team enjoy lying a lot about his willingness to "share" spy information to assist in bringing down narcoterrorists. This is an utter lie. there are no treaties, no deals and no verifiable relationships for intelligence sharing....just more lies to make some money selling these drones which will of course be used with Iran and Chavez and Cuba for "technology transfer." and are in fact aggressive anti Peru and anti-Colombia weapons.
 
Moral hazard does not even begin to describe this nasty Predator Drone deal. We do insist that the US Department of Commerce in its last week stop this deal now which will not further intelligence gathering.
 
We do give credit to Norm Bailey for his post disaster analysis from the May, 2007 American Enterprise Institute as a sum up of US CIA failures to stop Cuban intelligence gathering inside the USA but only ponder what he did or what Roger Noriega did, if anything, to support and build the end of Cuban spying inside the USA: "Norman Bailey Institute for World Politics

As a result, we are much less able to listen in on the Cuban government’s communications."

ECrisis holds much admiration for hard working clandestine service, military and law enforcement actors when they act for the good. We only know that Norman Bailey has publicly denounced the corrupt Chavez empire but concurrently applauds the George Soros FARC enabling support activities in the Andes,. We also know that Mr. Bailey is said to be involved in this dishonest deal to gift this criminal empire with US technology on false grounds. This double standard is rampant and unjustifiable, even as perpetrated by naive FARC expansionist and protecting fools such as Senator Lugar's FARC safe haven in Ecuador supporter like the now retired Doddite Janice O'Connell's proxy named Carl Meacham, also called a Soros man on the Republican Foreign Affairs team as their dishonest proxy,  who continues in alliance with all Soros pro drug trafficking support actors and Peter Romero's questionable activities in the Andes.

This Predator deal will never enhance intercept capability for any legitimate law enforcement effort. Legal contracting about this Predator deal is nowhere in sight. This Predator deal is a technology transfer from the USA to gift criminal cartels with increased capacity to harm others and further their crime spree. You seriously think that SOUTHCOM is participating in this nasty deal? No- they are not or at least have given no facts verifying that these drones will legally replace the base at Manta and supply the US DEA with useful intelligence, either through the back door or the front door. Javier Ponce has no intention of ever ever being honest with anyone or anything- just review his track record of cartel activities and grasp the concept that no one in Ecuador today is worthy of any support from the USA or the EU or....mail boxes in Israel, also called defense contractors. There is more than enough probable cause to stop this deal now because there is nothing verifiable to justify this deal- nothing that is except lies and more lies from the dealers and the communist dictatorship cartel buying these highly sensitive spy machines.

Mission
The MQ-1 Predator is a medium-altitude, long-endurance, unmanned aircraft system The MQ-1's primary mission is interdiction and conducting armed reconnaissance against critical, perishable targets. When the MQ-1 is not actively pursuing its primary mission, it acts as the Joint Forces Air Component Commander-owned theater asset for reconnaissance, surveillance and target acquisition in support of the Joint Forces commander.

Features
The MQ-1 Predator is a system, not just an aircraft. A fully operational system consists of four aircraft (with sensors), a ground control station, a Predator Primary Satellite Link, or PPSL, along with operations and maintenance crews for deployed 24-hour operations. The basic crew for the Predator is one pilot and two sensor operators. They fly the aircraft from inside the ground control station via a line-of-sight data link or a satellite data link for beyond line-of-sight flight. The aircraft is equipped with a color nose camera (generally used by the pilot for flight control), a day variable-aperture TV camera, a variable-aperture infrared camera (for low light/night), and other sensors as the mission requires.  The cameras produce full-motion video.
 

While we certainly support the application of drones to survey and assist in counternarcotics control, we remind of the fact that Rafael Correa just legalized narcotics escalations and has built a criminal cartel running drugs and washing -for a fee-  illegal pesos and Bolivars and Iranian monies, also called dollarization.
 
We at ECrisis certainly encourage the end to narcotrafficking and its attendant criminal empires. The USA has enabled Correa to "help the poor" and "destroy the oligarchs" - a false political claim if there ever was one- by expanding Correa's crime lust and lying not only to the American people about Correa's criminal empire but enabling dirty deals such as this Predator Drone sale based on false data, false promises and even more false assurances, which do not exist...except in the minds of propagandists and liars. There is no deal with the US DEA and Rafael Correa to fight against narcotics in the near future and no deal that these Predator Drones will assist with verifiable law enforcement in any way.

We wish that this were a legal and clean deal but it is not. We wish that Correa would change his life long addiction to defending and promoting and self enriching off drug cartels as his family business but he has not and will not. We wish that these Predator Drones carried an overt or covert guarantee of some useful application for the good of the Andes but they do not- only fake promises and lots of propaganda. This sale of six Predators in no way guarantees anything. While it is true that technology support is part of the sale, how long do you think Correa and Castro and Chavez and Mahmoud will permit Israeli - aka American drone support teams to exist inside Ecuador when Correa has cancelled a legitimate drug surveillance effort at Manta, refusing exceptionally jacked up offers of even more per year leaseholds and tens of millions for Ecuador at such a time when Ecuador needs real, honest money? No- the Base at Manta is set to shutter in November, 2009 and all assets transfer to Correa's criminal cartel as Correa concerts Manta to a drug running base by land, by sea and by air and a regional Bolivarian beach head for the burgeoning Chavez criminal militarization empire with the Russo-Iranian actors.
 
We cannot begin to detail our disgust with this deal except to note that it must be stopped. This is akin to gifting the FARC with spy equipment under the fake claims that the spy equipment will be deceptively used to spy against the FARC. And if you believe this, you are a bigger fool than Raul Gangotena, also a sometimes partner with Norman Bailey [ recently claiming as their lobbyist that Venezuelan commercial banks are innocent victims of Chavez's criminal banking empire]  who not so long ago sold the US tax payer on gifting his cheesy remittances bank with millions to establish and run  this money laundering scam. Why would you buy a drone from these people?
 
We at ECrisis suggest the old saying: TRUST BUT VERIFY. And regarding this Predator sale, there is not one shred of verification of any part of it.
Why anyone would gift the FARC with Correa's partnered spy equipment is the question and why the USA would permit this is illegal. Indeed, Ecuadoreans must insist that this sale be ended. All Americans must insist that this sale terminate now or be known as criminal accomplices for terror expansionist cartels running now out of Quito. The USA has delivered not one verifiable scrap of due diligence on this illegal Predator Drone sale to the Correa axis of evil. This sale is illegal.
 
We say this again: we do not despise Norman Bailey nor his ilk but we despise this irresponsible and illicit Predator deal. Bailey posed the question, “Is there a Consensus in the Americas?” The answer is, until recently, been no. But current developments have made it clear that a consensus is coming together.  These developments include: the failure of Hugo Chavez’s Constitutional Referendum in Venezuela;  Bolivia’s turmoil as the people oppose Evo Morales’ administration; Daniel Ortega’s direct conflict with congress in Nicaragua; and Ecuador’s president and his presidential Constituent Assembly are in conflict. Largely the people of Latin America are discontented by the complete lack of justice prevalent in their countries.

We remind: Venezuela just launched its first spy satellite for offensive weaponry positionings.

And this past Thursday, the Basij (people’s militia) of the Iranian regime publicly expressed their adoration of Hugo Chavez and Venezuela for hating Jews while supporting Hamas-Hezbollah-Iranian terrorists and brought bouquets of flowers to the Venezuelan embassy in Tehran. Iran is particularly grateful that Chavez expelled the Israeli ambassador from Caracas. Chavez now claims he will boot the remainder of the US Embassy from Caracas for its US AID mission work with the NED which is very odd because the NED, like all US AID contractors, actually encourages Chavez's socialism-communism....only they want to run the show.
 
This ECrisis article is not here to debate with Bailey's theory that Latins are so upset with Chavez, Correa and Morales's criminal empires that they will rise up and self reform. No indeed- we contend that with no support, no tools and no way out, like Cubans these societies self regulate unofficially through bribery, extortion and criminal self enrichment and that alone is why no one in the Andes rises up to end Correa, Morales and Chavez- they are on the take and on the make. Self enrichment and greed in the Andes always trumps moral and necessary justice, or so they think. 
 
Bailey's Global Resources  which is in Washington, DC with a correspondent office supposedly in Israel which lists the government of Ecuador as a current "client." Although Ecuador rarely if ever pays its bills and is consistently dishonest about 100% of its activities, Norman Bailey thinks that like Venezuela this is good enough for him. Why this firm is linked with Bob Livingstone is anathema to us. We also cannot comprehend Morgan Grenfell and the OAS on their client roster.
 
Just because Correa and Javier Ponce demand that Colombia and Peru lie a lot and pretend that Correa's activities are clean and legitimate does not mean that their activities are clean and legitimate when they are not. Correa has proclaimed Colombia as his sworn enemy and has denounced Israel and the United States in every way although he has yet to insist that his mother return from the USA back to the happy joys of living inside Ecuador where everyone is happy and productive and crime does not exist. Ecuador is today rated only slightly better than Haiti and has become a crime capitol and hell hole on earth where nothing is legitimate and all is in chaos.   Besides- it is a fools' errand to take one's financial analysis about Correa and Chavez from the Soros-Barclays derivatives artists. We have no inherent hatred of hedgers or derivatives but we say again that unregistered, unknown movements of dirty billions and billions- trillions really- in Derivatives Swaps by and with Correa and Chavez are as dirty as can be done, involving Iranian and FARC monies as is the case.
 
There is only one thing left to do: Dan Fisk of the Bush team in the White House must work with the U.S. Department of Commerce to shut this Intelligence equipment deal down until the full forensic audit of Correa's paramilitary adventurism is on the table. Shallow, jiggered claims that Correa will play honorably with the USA are no justification under US law to permit such intelligence transfers to Correa-Chavez-Morales and Iran even with the fake proviso that somehow Israeli intelligence will provide intelligence to the USA from these Predators- soon to use Chavez's satellites. This is a criminal scam from a government that criminally scams all that it touches. Any involved in this Predator Drone deal should be prosecuted for building weapons for the Iranian-Venezuelan axis.
 
Unless and until Rafael Correa amends his laws and converts to a law abiding dictator in Ecuador, he has not. Correa is committed to enabling and expanding the FARC and Iran and Venezuela and Cuba. Correa has given no assurances of a legitimate application of six- not just one- but six very expensive spy jets. You know as we know that these will be used to cause harm against Colombia, Peru and destabilize the Andes even more. Shut this sale down. Announce it publicly. You have one week. All Ecuadoreans should express their revulsion of this dirty deal to U.S. ambassador Hodges, if she can be found. Moreover, with no money in Ecuador's budgets and a fully dishonest agenda and banking system, now in cahoots with Iran and Chavez, what do you think is going on here? And why?
 
Read again all of Javier Ponce's claims about defending Ecuadorean sovereignty from its made up enemies, aka Colombia and its real enemy- law enforcement. Read again what Correa pronounced in his glorious Agreements with the awful Raul Castro this week end.
 
Ecuador is building an offensive military to expand its criminal undertakings. Anyone who aids and abets this is also a criminal. The USA should have no part in this and must shut this down.
 
While we wish that these Predators would be helpful in delivering covert or overt law enforcement intelligence, this deal abuses even the covert community. Rafael Correa has no intention nor any interest whatsoever in law enforcement. He has just created the largest cess pool on Earth for cartel operatives across his pay to play banking network, his military, his propaganda machine and his dishonest oil industry. Were Correa serious about anything, he would try to be honest. Unless and until Correa recommits to the goals and the operations at Manta, he must never have nor hold these Predators- not one. Correa can also re pay the bond holders in New York that he just stole from first. He can also re pay OCCIDENTAL the five billion he stole from them. He can  return the stolen properties to the Isaias and Pinto families among hundreds others. Correa can return the stolen media businesses to its owners. All these things and more he can do to look honest. Correa can also stop legitimizing the FARC and Hezbollah and he can terminate his dictatorship [of one man control over the judiciary, all law making and finance.] Correa can and must return all monies to the FARC and to Iran or else go to jail for the drug king pin that he is. Unless and until Correa does this, he has not done this and remains a cartel crime boss whose dishonesty grants no favors of US Predator Drone technologies.
 
This nasty Predator deal will ensnare Bailey's old pal John Negroponte who, in all of this, has failed his agency/his Department and failed himself to deliver verifiable due diligence on this deal while pretending that George Soros is right and that the Andes must be enabled to run more drugs and make even more money laundering with the FARC and Iran. Negroponte is essentially a good man but badly in need of ending his own enabling of anti USA activities in the Andes and drug expansion viz a viz his support for the George Soros - Farc expansion plans to increase narcotics and money laundering in the Andes, along with the most disgusting co-funded  by the USA constitutions on record. We saw the effects of this strategy with the half in and half out- that is half counter drugs and half drug running Northern Peru CIA counterdrugs base between 1995-1999 which not only caused a border war with Ecuador to cover up its illegal drug running activities but set back law enforcement badly and destabilizing Ecuador with a long string of dishonest ploys to the point where Ecuador is completely immoral- a playground for all and sundry criminals. To re establish Andean narcotics expansion under the fake claim that one can control better intelligence with such criminals is itself foolish, naive and illegal. John Negroponte needs to shut this Predator Drone deal down now. Every Ecuadorean alive who cares about his or her future should be asking the same thing unless they actually want to protect and defend....the FARC and Iran which is what these Predators will be doing upon delivery.
 
Selling Predator Drones to Correa is the same as giving this technology away to the FARC and to Chavez and Mahmoud Ahmadinejad under the false claim that the Predators will help protect the region from Correa and his partners Mahmoud, Chavez and the FARC.
 
The worst part of this Predator Sale is that Correa's team will never deliver verifiable intelligence. Correa's team have not once been honest about anything. This Drone deal will hand Correa a massive tool to jigger intelligence and deliver, as he always does, fake claims and cause harm to Colombia and Peru. This must be stopped.
